I need a video card with HDMI out for a family member's PC. It will only be used for streaming and web browsing so it doesn't need to be powerful. Is any old card powerful enough for streaming? The most I'd like it to do is 1080p. I haven't looked around too much but what about an HD 6450? They can be had for only $10. I assume an old card like the 6450 puts out both audio and video through HDMI and not just video correct? I know this sounds like a noob question but I haven't really tried using an old card for modern tasks like streaming before. If I'm using an old video card it is for something like Max Payne,Mafia or Need for Speed Most Wanted! Plus they are super cheap about wanting to buy any parts for their PC so even if it is only 10 bucks I don't want to buy it and then find out it won't work properly. If anybody knows off-hand what the best card I could get with HDMI out that will stream 1080p for $10-$15 that would be great.

I've talked them into spending the $15 or so to upgrade it to a Phenom II X4 955 which I think should help it run a little bit better. After that the last piece is a card with HDMI out because currently I am using a DVI to HDMI cable to hook it to the TV and then have an old boombox with RCA inputs hooked to the PC with a 3.5mm to RCA cable. I know that is hilarious but it works so they are fine with it.

The HD6450 should be fine. The 5450 also has HDMI. GT 210 & the 240 are other low end cards you could get.

That's the important aspect of any jury-rigged setup: If it works, it works. Well they've still never upgraded the GPU in this old PC but recently the old HD 3870 finally gave out. I think I could probably get them to spend around $30 for a new card. I know that is pretty cheap but what is the best card that can be had for that price? I'm hoping that maybe just maybe a semi decent card can be had for that price. I mean heck a i5-3570k CPU can be had for around $30 nowadays so if I could get a GPU that is still as good as that CPU for the same price that'd be great!

You might be able to find something like a R7 250 or a HD7450 for that price.

I've been looking around and the HD 7570 1GB seems like a pretty good card for $15. It only has DVI and Displayport but an adapter can be had for a couple of dollars and will apparently still support audio when using an adapter.

Yes, DisplayPort has the ability to output audio over HDMI. I have one of those adapters hooked up to a TV right now.
